Rodney Lee Parsley was born on January 13, 1957, in Cleveland, Ohio. He was raised in the area of Columbia and also in Free will Baptist. After completing his graduation, he also appeared in Circleville Bible College but dropped out within two years. He worked in real estate and at a pet food factory to earn money for his studies.

Rod married to Joni Parsley and having three children include a son and daughters. His son named Austin and daughter Ashton and living happily in Columbus.

Parsley became the founder of the church and started study Bible in the backyard of his parents in 1977. He received the support of seventeen people who appeared in the meeting. Later, the study group has determined as a church. They are denoted as Sunset Chapel and later changed to World of Life Church.
