He has two siblings Marlene and Heidi. Franz went to the Proviso East High School in 1962 where he played several sports including football, baseball, and swimming.
Later, Franz attended the Southern Illinois University Carbondale and Wilbur Wright College where he earned his degree in speech and theatre in the year 1968. After graduating from college he served the United States Army for 11 months with the 101st Airborne Division and 82nd Airborne Division in Vietnam.
